Foreigners who come into the Hollow for extended stay, but will not be settling here, must fill out a work license, allowing them limited access to restricted products in the Hollow, such as Honey and Meat. Foreigners bringing in restricted animals, goods, and other product must provide the Shipyards with papers the day of their boat's docking (post it here) and what they are bringing into the Hollow, to be approved to allow their goods to hid land. It you are looking to set up shop you must fill out papers stating the who, when, why, and how.

[Question: It's never been an issue here ICly, but Sonen has never filled out any naturalization/immigration papers...I mean, he has a marriage license on file, but does he need to have anything else filled out?]

[Narantuyaa is the same way. I would think since before the FQT didn't exist, so I would think all NEW foreigners would need to fill that stuff out, but I would also like to know. She's been a resident of the hollow for a year and 5 months]
